If Kuss were by some margin the most successful American rider, or seem to be on the cusp of becoming so, then comparison to previous US riders might be relevant. Otherwise "first American since..." seems like the embodiment of WP:SYSTEMIC. An article should not be skewed towards readership of one nation in particular.
