Train topic out of date

The reference to the train project moving towards approval is no longer accurate. Articles from 2016 / 2017 would lead to the conclusion that this project is no longer moving forward. Though I am not well versed in politics in the region.

The NY Times published an article discussing the landfill recently, which may also be worth incorporating for updated information:
