Merged Security sector governance here. Justification: the two concepts are so overlapping that they do not warrant two pages. "Wikipedia is not a dictionary; there does not need to be a separate entry for every concept", see WP:OVERLAP. In essence, security sector reform is a process to get to security sector governance.
