Cleanup and confirmation needed

WP:CITE problem throughout, compounding the MOS:REALTIME, MOS:WEASEL, When?, and WP:POV problems. The closest thing to confirmation of any statement in this article is an External link to the archived image of the cover of a report, about fish, with no access to anything in the report.

MOS:REALTIME on statement from 2006 that "the city is now converting" its water supply. Still converting? Cancelled the project? All done?

MOS:WEASEL and When?, combined, on "Previously, there had been talk".
