Most of the sites I'm finding via Google claim that Aragones and Orlando created the character. But the webpage listed in this article lists Fleisher and Ayers, and the page was just changed to reflect the info on that site. I've even seen one site (here) that notes that the Fleisher/Ayers listing is a common error. And this source says that the letter column credits Aragones and Orlando with creating the character. In this interview, Fleischer says he was never interested in Scalphunter and doesn't even want to discuss him in the interview. ("I don't think that Scalphunter was very special, by the way, and have no interest in discussing it.") This suggests to me that he's not the creator.
