Santiago is NOT part of Isabela

Santiago is an independent component city in which it is governed separate from Isabela province.

Before, it was accepted to be called "Santiago, Isabela" when it was a municipal. But in 1995, when President Ramos approved for the city to be independent, the local city government have to refrain calling that way.
