Were San Marino communists always junior partners in the government?

The question is: Was San Marino in 1945 the first democratically elected communist government in the world, or was it Kerala in 1957? - Interesting. It seems that both the Kerala (Namboodiripad) government in 1957 and the San Marino government in 1945 were coalition governments. I wonder who was the senior partner in each case, and whether the head of government in each case came from the communist party. If the cases are not equivalent that might account for the claim (i.e. if San Marino never had a communist head of state and if they were always junior partners). I looked at the relevant webpage for San Marino, Sammarinese Communist Party, and there were no references at all. I just added two references.
