The photo is notable but not the artist

I think this is one of those situations where Station Squabble, the photograph that Rowley took, clearly meets the notability guidelines. Rowley himself, on the other hand, is notable only for that photo. I really think that the information about him can be merged to the article about the photograph, and this article can be turned into a redirect.
