Boundary

Who said it is "loosely" based on Sai Kung Town ? It seem the boundary are exactly the same as the urban zoning plan "Sai Kung Town OZP" (see ext link https://www2.ozp.tpb.gov.hk/gos/default.aspx?planno=S%2fSK-SKT%2f6&lang=0#). I don't want to violate WP:OR but it seem there is some ext link that floating in the web that can act as citation. Either the OZP is drawn based on the political constituency, or vice versa.
