Comments:

  • I did some rewording and copyediting of the lead. The sentence regarding the reasons for construction was heavily reworded, in particular.
  • Related to that sentence, I changed "outnumbered" to "outclassed", since in the body you write that the Ottomans had ordered three ships and the Russians already had three older dreadnoughts in the Black Sea. So, as I read it, the problem was in technology, not in the number of ships, per sé.
  • Also, as you prob. already figured, the rest of the text has also gone through light copyediting (the usual: commas, et cetera).
  • Question: "Forward, the remaining portion of the waterline was protected by two strakes." → Strake?
  • Referencing looks good.
  • Images check out.
  • Article is stable.
