What reference is there for his KG title?

This Robert Spencer is not in the list of people invested in the Order of the Garter (https://en.wikipedia.org/wiki/List_of_Knights_and_Ladies_of_the_Garter), so either that list is incomplete or this Baron Spencer was not a KG.
