... that Robert Randal delivered a petition to British officials that requested civil rights for aliens living in Upper Canada? Source: "The provincial legislature passed an act to confer political and civil rights on all those residents of Upper Canada...who had been adjudged aliens...A petition for its disallowance was got up, and the steering committee, appointed Randal to present the request to the imperial government and parliament." ([1])
ALT1:... that Upper Canadian politicians were surprised when Robert Randal's delivery of a petition for civil rights to aliens was a success? Source: See above, and "The success of Randal’s mission was a staggering shock to the Upper Canadian political establishment." ([2])
Overall: This looks good to me. Newness/length: Expanded sufficiently in seven days before submission. The article had previously been longer but it was quite reasonably reduced by a third-party editor in 2019 (diff) and I don't think this counts against length anyway.(diff) Neutrality: Randal was a not a good guy (fortunate he is long dead!) so it's difficult to judge POV but this article seems to me to follow the sources. Both hooks look good to me. I don't think there is a need to do more than link "aliens". I slightly prefer ALT1 but if the creator prefers ALT0 then we should go with that one. Earwig found "Violation Unlikely" after finding the major source (20%). There some short phrases the same but I think this is inevitable and perfectly OK.
