Some purveyors of interpretations International Maritime conventions have considered Bass Strait to be in the Indian Ocean
Some versions of Australian usage allow for the Southern Ocean to attach at Western Australia, and across the Bight to Tasmanian west and southern coasts
Some versions of the Southern ocean reduce it to well south of Australian coastal regions

Waters that surround is not as simple as it sounds, unless qualified by reliable sources for an argument in whatever direction.
