Local pandemic news (layoffs, temporary closures, and outdoor dining were not special or unique during the pandemic; it's covered in possibly excessive detail at the "COVID-19 pandemic in Portland, Oregon" page.

Maybe there's something really special about it that I can't turn up, but at first and second glance it seems like this belongs as a bullet point in another article at most.
