Not a Governor
[edit]On the best research I can find, including tracking down this person's obit, I don't think he was ever a Governor of the Canal Zone. I find that he was the general counsel for the Zone between 1906 and 1907 and I'm not sure there *was* an official appointment of a new Governor after Magoon. If he wasn't Governor, he didn't actually seem to do anything notable... except make a lot of money as a transit lawyer. Can anyone cite a reference that says that he *was* a governor? Richard Reid Rogers $525,000 bribery
[edit]In Heller v. Boylan 29 N.Y.S. 2d 653 (1941), it cites Rogers v. Hill 289 U.S. 582 (1933) where Rogers won in the Supreme Court and settled a case. After, he "was paid a fee of $525,000, the net being $263,000, and the income tax thereon exhausting the remaining $262,000. Thus ended the Rogers campaign". In Heller, "Plaintiffs assailed the settlement and sought to have it cancelled on the ground that the huge fee to Rogers was in the nature of a bribe". Supposedly, he went to prison for it and was also disbarred.
