Ref doc for O1 to O6 effective dates of promotion

If & when we add his "Effective dates of promotion," we can use his 1970 biography to fill in the dates from 2LT to Colonel.^[1] I scanned it at AFHRA today. Later biographies might show his promotion through the general ranks but they reside in classified volumes. I plan to file FOIAs with European Command to get various generals' biographies who served as Deputy Commander, but those FOIAs will take time.
