Nice article. Probably being dumb, but I don't get this bit:
"with the local council looking at siting recycling processes on the site"
Does it perhaps mean "re-siting" (if that's the right spelling) as per moving recycling elsewhere, e.g. total closure? Or does it mean moving other or new recycling processes onto the site? e.g. was the council sympathetic or moving against SARP?
