Designation & celebration of the day

The lead sentence of this article says that president Macapagal designated this as a commemorative day. this Manila Bulletin story, though uncited, would support that, as would this Philippine Star piece. However, I'm coming up pretty empty to find additional a mention of the instrument by which President Pacapagal made that designation.

What I am able to find are Presidential proclamation No. 20, 12 May 1962, which declared "... Tuesday, June 12, 1962, as a special public holiday throughout the Philippines in commemoration of our people's declaration of their inherent and inalienable right to freedom and independence.", and Republic Act no. 4166, approved August 4, 1964, which proclaimed the twelfth day of June as the Philippine Independence Day, changing the date of that holiday from July 4 to June 12.

I suspect that reports in editorial and opinion pieces in the Philippine press regarding President Macapagal's designation of the day may not be based on solid information.

I also find Administrative Order No. 204, 10 July 1995, in which President Ramos refers to 4 July 1946 as "Philippine-American Friendship Day", and creates amittee to formulate all programs, projects and activities that shall be conducted in observance of its 50th Anniversary on 4 July 1996. Some additional information can be seen here. Also, President Arroyo apparently issued an Administrative Order to provide funding for activities related for a 60th anniversary celebration in 2003 (see here) and also issued Memorandum order No. 217 to organize and implement activities and programs to celebrate the day (see [1], [2], [3]).

It looks to be like this article ought perhaps to drop the (questionable, AFAICT) assertion about Macapagal's designation of the Day, and ought to report on the 50th and 60th anniversaries during the Ramos and Arroyo terms. Wtmitchell (talk) (earlier Boracay Bill) 03:15, 17 July 2010 (UTC)[reply]

I guess that request was meant for me. For clarification, I am unable to find any official instrument designating July 4, or any other date, as 'Filipino-American Friendship Day, Filipine-American Friendship Day, Philippine-American Friendship Day, or any other close variant. Republic Act No. 4166, approved on August 4, 1964, designated July 4 as Philippine Republic Day and declared that day a legal holiday. I agree that there is confusion between Filipino-American Friendship Day and Philippine Republic Day but, as far as I can tell, I am not confused abut this. As far as I can tell, the lead sentence of this article, which begins "Filipino-American Friendship Day, July 4, is a day in the Philippines designated by President Diosdado Macapagal ...", is in error. The notion that President Macapagal designated July 4 as Filipino-American Friendship Day appears, as far as I can tell, to be an urban legend.
