Lucas Mallada

I've more or less translated this article from es-wiki. I don't know much about Lucas Mallada, and couldn't entirely follow this paragraph that (in es-wiki) follows the list of national failings as seen by him; the first sentence especially throws me. For the present, I've simply left it out, but if anyone thinks they can translate it adequately, please feel free to do so and to reinsert it in its proper place.

Por último interpreta el «cirujano» de Joaquín Costa como símbolo de la confianza en sí mismo del pueblo español, con sus vicios y virtudes. La educación solucionaría problemas: si las Universidades difundieran el saber en cada centro y clase social —aplaude a Concepción Arenal—, despertaría inquietudes. Pide carta blanca para la escuela, que creará una «noble pasión por engrandecer la tierra donde uno ha nacido», en frase de Lucas Mallada, con el esfuerzo de que es capaz el español.

A proposal:

Finally, he interprets Joaquín Costa's "surgeon" as a symbol of the self-confidence of the Spanish people, with their shortcomings and virtues. Education would solve [some] problems: if universities disseminate knowledge in each centre and social class —applause to Concepción Arenal—, it would awake interest. He demands carte blanche for the schools, that will create a "noble passion to exalt the land where one was born", as expressed by Lucas Mallada, with the effort Spaniards are capable of.
