Case Study?
[edit]"Case Study: Alberta" is perfectly good fodder for a research paper or news article, but it's not encyclopedic. That is, "encyclopedic" by definition requires generality, and so having as the bulk of an article something which is specific to a rather small subset of the topic is inappropriate. I suggest either placing it in a "Recycling in Alberta" entry or cutting it entirely.
