What's the purpose of this article? And who is it for?

I found the whole thing hopeless - it is shallow and out-of-date in most places, incorrect, trivial and deficient. Also poorly laid out.

It doesn't look the least bit like an encyclopedic article. I can't imagine anyone actually learning anything from reading it.
