Is there any source making a difference between raya and kaza? The term was used in scholarship only by Romanian authors, and nowadays even they have stopped using it (see [1] and the History of Romania published by the Romanian Academy - I can bring exact reference for the latter if requested). Evidently, this is not an English term (i.e. one that is not already expressed by the much better known "Kaza"), so I think a redirect will suffice. If during the following 3 days I see no opposition, I'll assume tacit consensus and transform this into a redirect, with the relevant info (i.e. use in Romanian historiography) merged in Qadaa.Anonimu (talk) 19:45, 8 February 2011 (UTC)[reply]

I have to say I have never seen the word "raya" or "raia" anywhere else other than in Romanian historiography. Is this a term actually used by the Ottomans during that period? What is the difference between a Kaza and a Raya and is Raya indeed a district that has a non-Muslim population? Do you have any other info on the sources you provided?
