- May want to use a footnote clarifying Raichu's gender if necessary (particularly at the part where it says ...they were created by...)
- I feel that's not really needed given we've established we're talking about a species, and they as is is also used in the plural sense in that case.
- I'd suggest dropping "later" in "later finalized"

- Classified as an Electric-type Pokemon - Not really a Pokémon fan here, but shouldn't the "e" in "Pokemon" have an accent mark?

I might think that the tail generates electricity and not its cheeks. (just asking a clarifying question; if it's right, you don't need to change the article at all)
