[edit]Don't individuals purchase goods or services??? Is there a definition of when a purchase has taken place? I.e., often one will read something like "no refund after 14 days of purchase". Has a purchase taken place when the intent to buy has been made clear, when either the money/goods are given or received, or when when both have been given and/or received? CARE suggested - above contributor is correct to raise a question, but different legal situations apply worldwide, and I can't see a legal angle in the remainder - in principle the article would need to be realigned with legal standing of tenders, offers, acceptance etc for completeness - not very practical in my view Abettinson 22:48, 25 September 2007 (UTC)
The text in the sections "Bidding Process" and "Selection and Award" appear to be identical. Which should be deleted? DaveWFarthing 14:23, 10 October 2007 (UTC)
