Template PII for unified appearance and easier maintenance

I have created a {{PII}} template to help unify the inclusion and display of PIIs in articles (including inside of citations via {{citation}} - at least for as long as it does not support a |pii= parameter by itself). In its simplest form, the template takes a PII code as a parameter and displays it, but it is also possible to "construct" a PII from sub-parameters (assuming that the resulting PII is actually assigned). Usage of the template potentially allows for centralized maintenance (appearance, meta-data framing, machine readability, validation of parameters, code indexing).

PII format differences

The article describes a PII format with 17 effective digits plus optional separators. In this format the year for serial publications is described as a two-digit value, however, search engines variously turn up PII codes with 2- or 4-digit year codes. Also, the article describes the id as 5-digit value, while many PII codes in the wild seem to use 7 digits resembling the MR code expanded with leading zeros. Example:
