Fair use rationale for Image:Pdvoc.jpg

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use.
Please go to the image description page and edit it to include a fair use rationale. - Public Disturbance is a band, so this disambiguation makes no sense, as both articles are band articles. Both bands are (hardcore) punk bands, so Public Disturbance (punk band)/Public Disturbance (hardcore punk band)/Public Disturbance (hardcore band)/Public Disturbance (punk)/Public Disturbance (hardcore punk)/Public Disturbance (hardcore) would also not work. "(band)" should be repointed to the plain name, as it is also the expected "(band)" and would not WP:ASTONISH as it currently does by having a different band be "band". -- 65.92.181.39 (talk) 02:26, 25 September 2013 (UTC)

- I have moved Public Disturbance to Public Disturbance (New Jersey band). Public Disturbance is now a disambig page. To most people, a Public Disturbance is a public disturbance: see civil disorder. Anthony Appleyard (talk) 08:45, 25 September 2013 (UTC)
- Comment. Agree to disambiguating, but at what level? Subdivision/state or country? Should the American band be disambiguated by state? That seems too precise and unnecessary but if we're keeping that then this article should definitely be Public Disturbance (Welsh band) not Public Disturbance (UK band).
