Still needs work

From a cursory review of North Eastern Province, Sri Lanka, Jaffna Kingdom, Sri Lanka Tamils (native), and Tamil Eelam articles, among others, it is clear that this definition of provinces needs more detail than I am capable of representing. I am hoping that someone aware of a dispassionate and scholarly treatment of the 8 vs. 9 province distinctions can contribute to this article.
