Governor Bourke's proclamation says nothing at all about the "doctrine" of "terra nullius". It says all the land belongs to the Crown, and only the Crown has the right to sell or lease it. That's all it says. It does not address the issue of how the Crown became the owner at all, whether by "terra nullius", or conquest, or any other means by which the Crown might have acquired it.
