This article was the subject of an educational assignment in Spring 2015. Further details were available on the "Education Program:University of Canterbury/International Human Rights Law (Semester One 2015)" page, which is now unavailable on the wiki.
I think this article should be called "Prison conditions in France", not "Prisoners." As I see this is an educational project, please discuss with your instructor about how you can write the text without using subjective terminology. For example, say "Each 2 square meter cell was occupied by 8 prisoners" instead of "8 prisoners were crammed into each 2 square meter cell."
The lead also needs to be rewritten. It should be a summary of this page, not the issue at hand. So, any discussion about the purpose of prisons, for example, should be elsewhere in the article. I approach the content of the lead like this: "If a person only reads the lead, do they learn all the important facts I want them to learn from this article?" Again, your instructor can help.
