Presidential Council of the Government of National Accord and the Presidential Council

- @Panam2014: I agree that the lead needs updating. I also agree that the content does not make it clear that this is a big change from the previous Presidential Council. My proposal is to change the wording along the lines of something like, "A new body, again called the Presidential Council, replacing the Presidential Council of the Government of National Accord, was created in March 2021 ..." but writing it properly in context, more carefully, and so on.
