'Home Secretary' vs 'home secretary'

In this article, almost all uses of the phrase 'home secretary', including in the title, mean it generically, referring to anyone who holds this position. It's generally not referring to a specific individual, or followed by someone's name to form their title. Therefore, MOS:JOBTITLE is taken as directing that 'home secretary' should generally be lower case. Similar examples are Powers of the prime minister of the United Kingdom, List of prime ministers of the United Kingdom and Powers of the president of the United States. (In a few instances 'home secretary' is used as a specific person's title and is therefore capitalised. Also, quotes that capitalise it are copied exactly.)
