Why the quotes?
Is it encyclopedic to put quotes relating to the subject matter at the top of the page? I am concerned they do not show a neutral point of view, as they seem to denigrate communism and the Soviet Union.2601:640:4080:5960:4104:4CB3:F86F:3D07 (talk) 02:04, 26 July 2017 (UTC)
