Merge working drawing here

- This discussion has grown stale and the article in question is still a stub after three years. It has been merged into plan (drawing). WTF? (talk) 04:41, 14 July 2012 (UTC)

A Plan is more than a drawing. It's a document, like "Infrastructure Plan", especially in engineering. It must match with specifications and norms. Although it includes a drawing, it has to meet specific requirements and have a road map to build something. It also needs to have an approval by a professional and authority.
