Issues:

Plot: "hallucinating pouring over a blonde stripper" I assume the word 'blood' is supposed to go in there somewhere
Plot: "formed of retired" I would say 'from' instead of 'of'. If you want of, used the word 'comprised' instead of 'formed'
Plot: I would use a different word besides 'spooks'
Production: Comma after "Ruby Tipm"
Production: "Millennium received higher viewing figures during its first season that The X-Files had done" 'that' should be 'then'
