[edit]"phone tree" has at least one other common meaning, a tree of a group of people for notifying of/during emergencies where each person has a list of a few people they are supposed to call, and each of them has such a list as well, eventually covering the entire group so that anyone in the group can start a notification of an emergency, and everyone will be notified.
