[edit]This is an (admittedly fairly poor) early effort of mine to be useful around here... Phase offset modulation is something I've only ever heard of in the context of software synthesisers, which employ the technique to make pleasant audible timbres for use in electronic music. I have no idea whether phase offset modulation has any other useful applications in physics in general.
