[edit]The "Effect" section is mixed up. It has numbers for total deaths as ~5 per million; then numbers for infant only deaths as ~12 per million -- which is impossible mathematically. It needs a clean up, but I don't have access to the source. In addition it would be extremely instructive to mention the absolute numbers either by giving those numbers direct or by stating the total population: so a fall from 6.5 to 4.5 deaths per million might be a change of attribution of 40 deaths across the UK. A table showing "year; deaths per million (total); absolute deaths for UK population; deaths per million (infant); absolute deaths of infants for UK population" might be the best presentation.
