Perth or Stirling?

This sentence:

It was changed to the Shire of Perth in 1961, and became the City of Perth  in 1971.

may need correction or clarification. According to some sources:

The scope of "Perth" can be variable (City of Perth, Perth, Perth (suburb), Perth metropolitan region, Greater Perth), but "City of Perth", "City of Stirling" are proper nouns, and thus ought to be used properly. Although even the City boundaries can change over time. According to City of Perth, "[in 1918, City of Perth] absorbed territory from Perth Road Board". nouns are irrelevent in this circumstance - the perth road board was different from perth city... see also your talk page... this needs more substance than nouns. JarrahTree 06:42, 15 December 2019 (UTC)[reply]

Townsite of Perth Road Board (LGATE-248)

I know this is currently just a redirect to the City of Striling but there actually is a Perth Road Board townsite (LGATE-248). It covers an area of 81.22 km2. Its boundaries can be seen on https://maps.slip.wa.gov.au/landgate/locate/ and it's on the official list at https://catalogue.data.wa.gov.au/dataset/townsites.
