Captain's note

Howdy hello! I have accepted this draft only with reservations. I think little improvement was going to come from it being in draft anymore, thus I have unleashed it. Additional citations are still needed, the lead remains improper, and the language is still overly technical, and I still am not quite sure what it is, despite having worked to shepherd this draft for months. With that being said though, it has certainly come a very long way since the initial draft, and I see no reason for it to be outright deleted at this point, thus my acceptance of the draft.
