The PB prefix seems like PBL is a subset of PBA, but might just be coincidence or related to the prefix having a period of popularity. Performance assessment is an objective assessment of a contractor's performance during a specific period of time. So it looks for measures of quality, timeliness, quantity, effectiveness and cost. Overall an effort would have a Requirements Table with columns Objectives, Standard, Acceptable Quality Level (AQL), Inspection, and Incentive. The PBA label is on FAR 37.6, and has DoD Guidebook for PBA, circa 2000, and PBSA links.
