A fine start, and an interesting subject. Please provide references, though. Also, I'm afraid I do not quite follow the logic of the final paragraph; veterans have to apply for it, and therefore it is an official military decoration? Agree about the conclusion drawn that it is ipso facto a military award. Furthermore, the law was amended to allow civilians to receive the award. About references--for the time being the statutes cited serve as references.--Nyctc7 (talk) 22:06, 17 September 2012 (UTC)[reply]
