Dick Clark's escape

The article says that "Dick Clark . . . avoided repercussions, partly because he had divested his ownership interest in music-industry holdings." If it was partly, what other factors were there? I vaguely remember reading that he escaped in significant part because so many members of Congress had teenaged daughters: It's hard to censure someone when you've just asked him for his autograph. That they were still talking about his escape (when most went down hard) decades later suggests it was a bigger deal than can be dismissed in one or two sentences.
