Capitalising of common nouns

When something is being spelt out using its formal name it is correct to treat as a proper noun and capitalise in full, e.g. New South Government etc per MOS:NAMECAPS. But when being spoken about in a general sense it should be treated as a common noun and thus written in all lower case, i.e. the government, not the Government per MOS:INSTITUTIONS. Same applies in the context of this sentence; The Partnership also suggested building... is in a general sense so partnership should be in lower case. 220.101.99.88 (talk) 06:10, 5 October 2017 (UTC)[reply]
