Notability

Would the reasoning behind the addition of the notability template please be explained here. Parkville Railway Station has been approved and is in detailed planning by the government. Previously, other proposed Melbourne railway stations also qualified for articles, including Cardinia Road railway station which had an article 5 years before the actual station opened.
