- There is a big difference between the Palm Harbor Fire Rescue and ACFD or FDNY. Both of those departments were the primary responders to the attacks of 9/11. FDNY is the largest department in the United States and ACFD has numerous other accomplishments, including the first National Medical Response Team in the US.
