I didn't notice any sort of "national" distribution of "slovak" PMD and "czech" IQ151 back in the czechoslovakian days. Also it was the IQ151 who did have robust metal case and internal power supply (maybe the PMD lock often too - both types did ;) but it was the IQ151 which would be logical choice in cold winter.
