1 The article needs reliable sources and citations.* ~~2 It also needs an infobox.~~ ~~3 Not to mention persondata...~~ 4 The introduction needs to be extended significantly. ~~5 Redirect need to be created from "Otto Stackelberg", "Otto von Stackelberg" etc.~~ 6 For GA status it would propably need quite a bit of expansion too, but you can check those criteria for yourself.
