I've changed the reasons for Ossian Donner to leave Finnish civil service. The reason for resigning was according to sources I've read not the language issue but his criticism for the Russian actions during Finlands autonomy under Russian rule. Also, he did not resign, but was relieved of his duties since it strained the relationship to the Soviet union. After he was relieved he took British citizenship. The language issue might have existed, but it wasn't the reason for him leaving Finnish civil service.
