Can you clarify?
[edit]...the resolution asks Missouri residents to stop spelling Kansas or "KU" with a capital letter because "neither is a proper name or a proper place".

- It’s just supposed to be a petty insult. I think the practice has its origins at the University of Missouri (see Border War). Grey Wanderer (talk) 16:30, 27 June 2020 (UTC)
