I'm not sure why this article would get flagged as being of questionable notability. Mulero is generally regarded as one of Spain's oldest, most respected, and most prolific techno artists. He runs two labels and plays internationally at very respected venues.
I've noticed in general that for the techno genre, worthwhile and notable articles get deleted for lack of notability. This needs to be loosened up a bit. Wikipedia is missing important information about this genre, and new content to fill this gap is getting wiped out haphazardly.
